Uh, technically, when Frenzy head is separated from his body, this count as a new form of Frenzy.

In the movie comics his head actually turns into a PDA not a cell phone. In one of the movie childrens books called "Meet the Decepticons" he turned into a car stereo for Barricade.

All I know is that he was versatile, ad in that he became a cell phone too, and I can't help but think that being versatile was his primary function.
