Okay, I'll reply. 
This is tough... Both are outstanding warriors, no doubt about it.
As much as I love Optimus Prime, I think Star Saber could win.
He seems pretty darn tough to beat with that blade of his... Optimus would have such a hard time trying to defend himself against it. And since Star Saber's blade has some kind of powerful ability, that really gives him an advantadge.
However, without his Saber Blade, Star Saber chances of winning drop. I believe Optimus can best him in hand-to-hand combat.

Depend on which form of Star Saber it is.
If it's just the Brainmaster Sbaer, Optimus can literally flatten him out.
If it's the second form, Prime can still defeat him, but with more difficulty.
If it's the full Star Saber form, Star Saber would most likely win.
