Is this a question of who you would rather have destroyed or who would win in a fight? Because let me tell you, I would love to see Jar Jar get a nice big burning, and well with wheelie all you would have to do is take out his vocal capabilities, then he would be okay.
Just put Wheelie on the TFTM shuttle and watch Megs blast him.

Jar Jar is bigger. After many pratfalls, he'd finally manage to batter Wheelie (tiny version, Bayverse movies) into unconsciousness.
On the other hand, 1986 Wheelie is bigger and would kill Jar Jar with a slingshot! That version of Wheelie is pretty skillful.
