No, he's got a stand (allowing for flying poses) Megatron in gun-mode which he can hold and a few extra hands (pointing, trigger finger, fists)
Oh, and his Null-Rays detach, allowing him to hold them in his hands

Huh, I didn't know that feature. Kind of an odd one, but ok. Do you own one? How's the plastic quality on it? Worth the price?

Re: Revoltech starscream
I thought the plastic was die cast! It's tha solid. Everything ratchets which is really nice. The only problem I had is with the stand, it requires twisting to connect.

Plastic wise it seems much sturdier than a regular Revoltech figure, even compared to Megatron. I think this figure is definately worth it's price, but the Revoltechs generally are. Don't know about Hot Rod, but Starscream is a winner.

Revoltechs are made of very weird plastic. It's sturdy, yet not rigid ABS plastic. It's actually pretty lightweight, though the pieces are fully cast and not hollow. The plastic is smooth and some of the smaller pieces are slightly soft, though it retains its shape with ease.
I haven't got Starscream, only Prime, Megatron and two non-TF Revoltechs (Dante and a Mass Production Evangelion) the latter two actually use much more rigid hard plastic compared to Prime and Megatron. I don't know how much Starscream and Hot Rod differ from the earlier two TF molds, but my guess is the quality of the original two (which is very high) remains. I'll pick them up as soon as they see release over here.
