Unfortunately, despite being one of the most, if not the most, Decepticons out there, most of his toys have been Deluxe Class. There are only two or three Voyager Class ones including the FoC one, and one Leader. Here are some from the galleries:

There's always G1 Soundwave. Technically around Voyager Size and stills hold up fairly nicely.


He's also fairly easy to come by, as he's been re-released a ton of times over the years in different lines and different ways.



Otherwise, the Cybertron Soundwave is a pretty good toy. With an included Laserbeak canister, and pretty cool Stealth bomber alt mode.

If you absolutely MUST have a voyager-sized figure, I suggest G1 Soundwave as well. But I highly recommend the MP figure, it's probably a top 3 best ever figure from the MP line. Otherwise, it's slim pickin's I'm afraid. Personally, I think the Cybertron and FoC figures are

If you want Voyager class, the only real options are the ones you're already aware of unfortunately.

Shockwave suffers from the same predicament too. My C/G display STILL isn't complete, and that's been going on for 12 friggin years

No one mentioned the VERY great FOC Soundwave? It's a voyager, great looking in both modes and have cassettes too. Plus the price is still pretty reasonable even on Ebay.

If you absolutely want a "classic" Soundwave, the G1 original is still unbeatable to this day for a voyager size.

If you don't mind going non-traditional that tablet Soundwave also exists and is voyager sized.



Although, if you don't like FOC, the Cybertron one is a good bet.
