No, he's more like a male peacock. They strut, can be nasty and cocky, think they are spectacular to behold, and have this really loud high pitched voice that sounds a lot like they are crying for help when they use it. The males have these big inch-long spurs on their feet, and they will jump at you and try to get you with them.
How do I know? I used to have them as pets. They look pretty, but they can be NASTY with a big attitude. If I ever get more, and one of them is a boy, he's getting the name Starscream. They are exactly how Screamer acts.

I have a parakeet who acts like Screamer, he's sweet, but if I put my hand on him to pick him up, he'll scream and then fly fast all around my house. I don't like to put him out much, it stresses him out.

I always though of Screamer as a roach. No matter how many times you step on him, he just keeps coming back.

I find Starscream aesthetically pleasing. He is symmetrical, and graceful looking. Also it seems to be a fairly common thing for females to be attracted to characters with wings. Angels, for example, are appealing.
Starscream has been drawn with a very attractive looking face as well. As Screambug said, he is rather boyish looking. Starscream also represents a handsome looking dangerous character, which again for some odd reason, females quite often find this appealing and attractive. The danger, that is.
Personally I do find the more dangerous looking men attractive. I have dated a couple and found myself fascinated by a few that I knew were dangerous. Although my husband is very peaceful, he has the look that appeals to me.
Why a person or character appeals to another should not be mocked. I would never go around laughing about your girlfriend, or boyfriend if that is your way. It's not polite. I do not know why I love the character of Starscream fully, nor my own Husband and I am pretty sure if I knew it would mean the magic would be lost.
Starscream is undeniably an interesting character. He is tragic, which does appeal to the more sympathetic side of females. He is boastful and confident; girls like a guy who has confidence. He is—he does not give up. He has a goal and he will aim for it, even if it is lofty. He will even try to achieve his goals from beyond the grave. That's dedication.
Anyway, that's about all I can say.
And ladies, don't feed the troll.

Starscream's one of the few Transformers who actually develops over the course of the series. Earlier episodes show the Academy's spoiled golden boy, still half-scientist, and as he loses more ground and his rivalry becomes more desperate and consuming, the "sophisticated civility" image he has of himself slowly degenerates. Then we start seeing Combaticons, bullying of characters he used to trust (like Rumble), until he's tossing Megatron out of Astrotrain.
He's more realistic than most of the other characters. He's not perfect, nor is he perfectly evil; he has just enough "nice" moments to balance his shoot-you-in-the-back scenes. This also makes him unpredictable; you don't know if he's going to wreck the day or save it (or if he'll mean to do either).
Of course, I also like his undeadness.
