What is this toy?

I'm at a total loss, I bought this today and have no idea what is its name, story, and from what line it is from. Any help?

He's also missing his gun. Luckily, this is a very inexpensive toy to reacquire if you want to have a complete one. May even still be floating around Big-Lots in Universe packaging.
