Bludgeon was very much inspired by a Don Figueroa design, so oozes G1 themes and woulf fit in with Classic/Generations.
Lockdown has been repurposed as the Lockdown from IDW's "Drift", so he fits too

I have RotF Bludgeon and Mindwipe, along with HftD Axor and Terradive and Generations Skullgrin in my "Minions of Unicron" section. They all have a skeletal, evil look about them, and they just weem to fit together really well. I will try and take a pic tonight to show what I mean.
Check out my sales thread, plenty of Generations, and Reveal the Shield figures for sale!!

Technically, anything that has come out in the ROTF or HFTD line is really part of the expanded live action movie universe, so this includes Lockdown and Bludgeon. The toy bios and ancillary media, like the Cyber Mission shorts on Hasbro's website, further illustrate this.
The Reveal the Shield promotion is confusing as it's really a promotional gimmick applied to two different lines put under the same branding and packaging. My rule of thumb so far is thus: a RtS figure is a movie figure if it's a repaint/retool of a mold originally from the movie line. The rest, so far, appear to belong to the Classics/Universe 2008/Generations line.
However, you're free to mix and match figures from different lines to your content. My Classics shelves include figures from Energon and Cybertron to help fill out the ranks. For instance, I've got Energon Shockblast filling in for Shockwave, Cybertron Armorhide as Pipes, as well of many others that are soon to be replaced, like Energon Downshift as Wheeljack, until Generations Wheeljack is released.

I have them displayed with Generations/HFTD/RTS figures like Drift, Blurr, Terradive, Tomahawk, Darkmount, and Hailstorm. They seem to fit in with that group well. I like to pose Bludgeon and Drift locked in a sword fight.

They can fit wherever you want them to fit brother
More to the point, I just recently picked up Bludgeon and despite his movie aesthetics, I'm putting him in my Classics/Henkei/Generations group. Lockdown and Terradive have also joined this group. Like some have mentioned, Lockdown has been repurposed into the G1 family through IDW, therefore, he's earned his place in my Neo-G1 shelf. He's an awesome character! Bludgeon on the other hand homages his G1 version nicely, not to mention he's the best Bludgeon we have in recent years. With that new 3rd party kit that's coming out for him, Bludgeon will look even more neo-G1. Terradive is more or less filling in space for the lack of Decepticons in the Classics/Henkei/Generations line.

Bludgeon has no problems fitting with classics. Lockdown is kind of debatable. I forcefully fit him with my classics because the Decepticons are out numbered and need some reinforcements. He is okay.

They fit wherever you want them to fit.
But I personally think they go with the movie universe toys.

I haven't got Bludgeon but Lockdown gives me a Death's Head sort of vibe so I think Classics. But really I agree with everyone else, anywhere he suits your taste.

You can display them however you want to, but I understand wanting to know where they could fit. I personally usually keep figures from different lines separate, but only because of the different styles. I'm currently only displaying my Classics/Universe/Generations figures. I think that Bludgeon would fit well in either line, as would Lockdown, who is in my Classics display (Bludgeon would be too, but I'm currently using him for a stop-motion movie, so he's not being displayed).
