I have a few suggestions, call them random but here they are and in no particular order...

-Thomas Kretschmen(SP?)( Wanted, Blade II, King Kong)
-Gabriel Byrne( the intimidation and fury of his performance as the Devil in the Arnie film End of Days could work here, quite an underrated actor he is also)
-Kevin Michael Richardson( He can be quite demonic sometimes with some of his characters)
-James Marstars( His Piccolo could work here)
-Ron Perlman( Need I say more?)
-Gary Oldman( He did work on one Bay produciton, so why not? Plus of course he is quite prolific playing bad guys)
-Christopher Sabat( His Oozaru or Shenron voice would surely give the Fallen the demonic voice he desires)
-Brian Cox( From the Bourne films and X-2, he was also the original Hannibal Lector)
-Tony Todd( Candyman himself, though I don't think he'd work with Bay again I hear both him and Bay didn't get along too well when they wored together on The Rock)
-Thomas Ian Griffith( See Carptener's Vampires)
-Michael Wincott( The bad guy from the Crow and The Three Musketeers with Chris O'Donnel)
-Zachary Quinto
-David Kaye

Lenord Nimoy or Tobin Bell, those are my only choices.

I was over at TFW2005, they have a thread where you can ask Roberto Orci questions about the Transformers movies, and it sounds like they got the choices narrowed down to either Leonard Nimoy or Frank Welker as the voice of The Fallen.

Wasn't Anthony Hopkins the original Hannibal Lector in Silence of the lambs, Hannibal, and Red Dragon?

i don't think Brian Cox even went near a Hannibal movie...

Brian Cox was in the 80s movie Manhunter which was based on the Red Dragon book.
