If within that jumble of a post that the question is:

Why is Hasbro releasing a Leader Class Starscream? The long and short answer is that they feel the market exists to make it worth their while to make one.

As for prior releases, Yes the Movie Starscream releases so far have primarily been Voyager class but Starscream (as a whole) has had everything from a WST release right up to Masterpieces, and been made in almost every size classification, over the last 25+ years.

Plain and simple answer, Hasbro is making Leader class Starscream so that Leader class Prime has someone more than Megatron to beat up on. I'm hoping this means a Leader Grindor is in the works, too so we can get the forest battle recreated in beautifully detailed leader class figures. Seriously, though... Prime looks a bit silly trying to roll over the back of Voyager Starscream...

Call me nuts, but I would have preferred it if Hasbro had made a leader class Soundwave instead. The lousy, monkey-armed deluxe simply did not do the character justice IMO. There is not, nor has there ever been a shortage of Starscreams, but there has been a serious lack of Soundwave versions over the years. And that quirky Cybertron version just doesn't cut it.
Naturally, I'll buy the Leader SS, but I would have been happier if Soundwave had gotten the leader class love for once.

Since ROTF Soundwave didn't really have a legitimate alt mode, I don't think a leader class version of him would be worthwhile. Same thing with The Fallen. Probably also why the movie leader Megatrons have been so inferior to the Prime figures, too.

I think they're making a Leader SS because people will buy it and they'll make money.

They know Starscream is a popular character - that's why there are so many versions of him. So many people (especially fangirls) love the cowardly own-trumpet-blowing usurper!

Well, if you have to make a list of the most popular TF characters, the Screamer would undoubtedly be among the top five.

Hasbro has long realized his popularity, and the only reason he didn't the the Leader Class treatment for the 2007 movie, was that they still weren't sure if the movie would fly. Plus, Starscream held only a very minor role in the film, with just two spoken lines in total (not counting the Cybertronian gibberish).

Now that the Bayverse toys have proven themselves in the market, Hasbro can take the plunge and invest in bigger, better toys for the more popular ones.

Honestly, I'm not surprised that Starscream got the Leader treatment. What I can't figure out is why Brawl was made into a Leader toy. IMO, Blackout is a more fitting candidate than Brawl, being the biggest, tallest Decepticon mother-slagger of them all. Besides, his crappy Voyager incarnation, with the back kibble, inaccuracy, and wrong color, is just crying for an upgrade.
