They can.
The Prime Masters (and by extension Titan Masters), Enigmas and Matrix Cores all have the same basic shape, so they can be endlessly swapped out. Spots for them are the:
- Legends Class cockpits
- Deluxe Class Hand Armor
- Voyager Class Foot Armor and Enigma cavity (Grimlock's mouth, Starscream's cockpit)
- Leader Class Matrix
In fact, Combiners can fit a whopping 7 of them!

Rodimus is clunky, but I like it better than Evolution Optimus. At least it gets the idea right with Hot Rod and his car alt mode and Rodimus and his alt mode. The only thing missing is the battle station (though I have seen some workable able fan modes) but Rodimuss never used that in faction anyway.
Optimus is less satisfying. Both robot modes are alright but the truck mode is terrible for no good reason (they really couldn't hide those arms better?) and the truck wouldn't be Orion Pax's alt mode anyway. They really should've figured out a way to get an Alt mode for Orion out of there too, but I think the whole thing was too much for their current budget.

They could have designed the tractor Like War Within Optimus Prime but that wouldn't have been G1 enough.
