I think the implication is that Starscream is offering TC the financing for a movie if he makes it about him.

It would be funny if it's as badly written as his other work, yet Starscream thinks its pretty good.

I look forward to Onyx and the Liege! I'm also curious as to how Soundwave ends up playing out. He is one of the best IDW characters.
