The Targetmasters are, from left to right, Kup's partner Recoil, Hot Rod's partner Firebolt, Blurr's partner Haywire (who comes with Doublecross because Legends Blurr already came out; he's obviously still designed to go with Blurr - see those clips on him? Those are no doubt for attaching to Blurr's car mode since it lacks topside ports), Triggerhappy's partner Blowpipe, and Misfire's partner Aimless. That first Headmaster is Triggerhappy's head. Doublecross's Headmaster is based on White Leo (and unlike the US version's "Daburu" is fully painted up to really show it). Not sure on the other head

Aah, but not quite.
While it would be simpler if the Targetmasters came with their actual partners - and I have no idea why they didn't do that - the Targetmasters that are actually assigned to each figure are largely random. I'll quote from Jelze since she had the full list so far:-

Jelze is wrong and I have no idea where they pulled the Fracas name from. Peacemaker I can see based on comparison, but not Fracas.
Just look at the photos of these Targetmasters and compare them to the original toys.

Firebolt:

Fracas:

Recoil:

Peacemaker:

The LG45 Targetmaster is Firebolt. He has Firebolt's shoulders, Firebolt's head, Firebolts pec detailing, Firebolt's leg detailing, and is double-barreled like Firebolt. On top of that, his eyes are colored Autobot Blue.
The LG46 Targetmaster is less clear-cut. The body detail is like Peacemaker's but the headsculpt is like Recoil's. I would lean towards him being Recoil because he's colored like Recoil and is double-barreled like Recoil.
Fracas already had an update anyway, it was called Nightstick and packaged with Cyclonus because the perpetual bunglers at Marvel Productions & Sunbow mixed the two up back in the eighties:

Here you go, guys. This is the most sense I can make of it. There were so many new characters in "Rebirth" that I never really paid attention to who were the guns and heads aside for the more prominent ones. Unfortunately this reference material is found only in B/W.

Weren't a lot of the Targetmaster models switched around in the cartoons? I think the most infamous one was Nightstick but I could've sworn the original toys are a different story.

I'm glad they didn't ditch it like they did with Revolver being Jack on Sixshot. Should be interesting to see how the Legends comic handles this; maybe this will be the introduction of the American style of Headmastering?

I'm guessing Takara was nowhere near as amused by the wink-and-nod basing of Revolver on Jack (or the headband) and maybe didn't think it worked given Sixshot's Japanese backstory.
The pairing of White Leo with Doublecross, on the other hand, works nicely with the Monsterbots being assigned to Planet Beast as reinforcements for White Leo and his resistance.

Seeing these pictures reminds me why I usually wait for the
releases. All the extra paint detail makes a difference. Plus this answers a question I had about whether or not Broadside would include the mini planes from the
version.

Really the only other big mixup was Blurr's regular gun being drawn instead of Haywire's gun mode.

Exactly, but the Fracas/Nightstick mix-up is the more infamous one, and the one with far-reaching headache-inducing consequences. Not just between the naming of the toys between the US and Japan, but the Marvel comics got a wallop as well via Krunix.
And yes, I was wrong about Firebolt, but the two do superficially look similar. To be frank it was the striping on the legs that threw me off.
