Both are the Takara decos for the previously released Hasbro figures, Skrapnel under the Generations line, and Bombshell in the current Combiner Wars - check out the image below, and compare them to their Hasbro cousins in their Seibertron.com galleries

These molds aren't actually from the RID/TAV line. For their Hasbro releases, Skrapnel came out in the Generations line last year, and Bombshell in the Combiner Wars line earlier this year.
It just seems that Takara is deciding to release most of the recent Generations/CW Legends-class figures in the TAV line, despite the characters not appearing in the show.

He was called Sharpnel for a time but this box shows that it is now back to the original spelling in english
