I wouldn't count on it, we never got proper Triple-changing toys for the movie, with the two modes split between two toys.
Also, Devastator in the movie has more components than the 6 or 7 that ended up being released as toys. At the very least, the crane arm has an additional component for the "fingers". And let's not bring up the vehicles that form his... you know...

Legends movie devastate have three modes close we got to triple changer kinda

...okay, I swear there was an Amazon listing for a voyager Bonecrusher at some point that everyone got excited about, I think I even saw it (although I think it shortened his name to Voyager Bonecrush), so unless I'm just insane which I might be for all I know, Bonecrusher is coming, don't worry about it. In fact, I think that Bonecrusher listing showed up in tandem with a listing for the second Prime we're just now getting a picture and number for, so if Prime's SS-32, Bonecrusher's most likely SS-31, as there has to be SOMEONE between Crankcase and Prime and they pretty much have to be Voyager class given the progression of the numbers in correlation to the price points.
Now that that's out of the way...
Cogman: Already got TLK Cogman online months ago, I doubt I'll get this one.
Drift: No thanks.
Scrapmetal: I just mentioned yesterday that I wanted a SS Trench, and the next day a listing shows up for an obscure Constructicon with the same body type. If they actually make this and retool it into Trench, I will be shocked and amazed and buy them both, but regardless, Scrapmetal is on the purchase list now.
Hightower: If we're actually getting a proper scaled/non-Legends class figure of Hightower that actually turns into his insane robot mode design, that's going to be hilariously amazing and I need it.
