So be wary of "Second Chance Offers". EBay recommends that you go to your "My Ebay" page. This is where any legitimate second chance offers will appear.
Sadly Allspark.com memeber Hydra Custom has been a victim in this scam:
"Hydra Custom has recently sold some items on Ebay (among them, the Japanese exclusive dinocassettes), and has discovered a disturbing scam being perpetrated in his name. Someone contacted some of the bidders on his auction and offered them a "Second Chance Offer", asking for a payment by Western Union."
