Once again, what makes it underwhelming to you? I'm sincerely curious, since it looks to me like a clever downsize with reworked legs that still passes as a toy raygun to hold - or to blast a convenient exit hole for Skyfire(it's been a few years since I last saw that episode, and Skyfire's smug "I can now" still makes me laugh). And your disregard for the larger modes does not erase their parts' cost or mass

I think they made Shocky Leader-class because A. his evolution design probably adapted more readily to C.O.M.B.A.T. than whatever they had planned for Megs and B. they doubtless wanted to sell Megs opposite Optimus, who was at the Voyager price point.
I think of the Decepticon vehicles like Tron vehicles - there’s not a focus on aerodynamics it’s different to be sure but Shockwave? Just turn him upside down and he’s the spittin’ image of his G1 toy I mean he’s a gun. He’s a gun they flipped upside down but we all know what it is. And unlike Megatron they just said ok he’s going to be a gun just flip him over. Because he’s a gun. A tiny gun, but a gun.

Only Siege figure I've had QC issues with was my Skytread; everything else has had great QC.
Likewise. The only QC issue I've had with Siege is a slightly bent back cannon on Sixgun.

Siege feels more cohesive. The war paint doesn't even bother me anymore.

Given how many people have experienced the streetdate problem, I'd be surprised if someone hasn't already tried to contact Hasbro or Target about it, and given that we haven't gotten word of an explanation for the streetdate, I'm guessing the answer wasn't really clear or meaningful. Plus, contacting customer service of any kind is incredibly draining for me. I'll just wait for the streetdate to pass or get Springer online.

Self check-out is your friend. Take Springer and another voyager up to self checkout. Scan the other voyager, put springer in your bag. Now you have a springer
