Can someone explain the instructions regarding the stickers. Does adding or not adding the teal stickers change who he is/represents?

That's the point of the Arms Micron line. You can turn him into anything you want with those stickers, it's your toy. Personally I'd leave out the Decepticon stickers, because he's no real Decepticon, just a puppet.

Particle Beam Cannon
love this figure, gave him the battleshield from my Battleshild Optimus and the Darkmatter Calibur which help him look that much more epic. he's my first Nemesis Prime and im so glad to have him. btw I gave his Micron to Optimus and its a good weapon for him

Notice how there is somewhat of a conflict in sticker application in the instructions. Specifically, if you put the con sticker on his right shoulder like they depict in the sticker section of the robot mode, you then can not put the teal stickers on the same shoulder in truck mode as they show in the truck mode sticker section of the instructions... hope that makes sense.
