Poor Megs lost his leg in the war (ie: it majestically poofed when I took him to work one day. I fear Arcee had a heavy hand in it, as she was traveling with him that day).

I think yours must just be really stiff or something. I used to own Revoltech Starscream and his head did turn. Any point where there's a revolver joint is capable of clicking along the joint or turning on the axis of where it connects to the figure.

Weird. It should be turning where the neck meets the torso... Did you buy them used? Maybe someone glued the heads in place?

Try pulling it off and reinserting it.
