I found a lone straggler Galvatron at Target, with the fixed shoulders. Since the 1 I had already has the faulty shoulders, I decided to swap them (not wrong, since the toy technically is defective), so I bought the new one tonight, but I can't return the older one until tomorrow. So while I have both, I decided to get a bit snap-happy.

If the cannon piece on fixed shoulders galvy unpainted? Might as well return that with wrong shoulders galvy as more evidence of defective.

No, that's from my Selects Galvatron. It was easier to take it out of that box than to remove the new Galvatron's cannon, which I will leave in place and return with the old one, along with all other accessories. I did consider removing all the new Galvatron's accessories as well and keeping them or selling them, but that would be stealing, even if I do think these figures cost too much.
