Sludge, he'll step on him so someone else can enjoy the feeling of having their eyeballs pop out of their skull. But, Blot stinks and that smell will stay with Sludge for a long, long time, killing his social circle. Physical : Sludge, Psychological: Blot

Sludge doesn't mind the smell because he regularly frequents swamps anyway. If Sludge can catch Blot he wins because he's bigger and thus stronger. If Blot avoids Sludge's slow attacks, he could wear him down with his claws and corrosive slime gun. However, Sludge's armour is thick and would probably resist for a long time. If this was part of a wider conflict, Blot would keep Sludge occupied and prevent him from attacking other Decepticons.
