No he has hands, but the blasters attach to the forearm itself because of how the arms transform into the front of the car
You can see his open hands right under the hole that the guns peg fits into. hope that helps you

As far as what I think of this exclusive. I actually like the Botcon redo, the lightning looks cool, and I never got the Cybertron version of the mold. I just don't like the bloddy eye patch, seems a little unnecessary to me.

Yes he has hands, a no the blasters aren't molded to them. Transformation would be impossible if they where since they become the front of the car mode.
