On terms of actual character *cough*, not just having awesome designs, I'd say Jetfire and the Doctor. Such entertaining bots despite their limited screen time.

For autobots:Optimus,Ratchet,SideSwipe,Jolt, and Ironhide.

Decepticons:Megatron(movie 1 version),Blackout, Scorponok, Rampage, Long haul, and Devastator.

Movie 2 Megatron's design was just too weird for me, especially his head.
Blackout was just amazing though, too bad he had such little screen time.

I'd would really like to say Starscream but sadly in the movies I can not say that. I was a little disappointed with Starscream and Megatron.
