Basically the thought is that the constructicons that form devastator are "drones" and make up one mind when combined to make Devastator. The Contructicons that were on the ship and fighting in the desert are their own mind.

The better version is that there really are two sets of constructicons, but because one of them died at the start of the movie, one of the sets couldn't merge.

That's what I think. We never see the the vehicles that form Devastator in robot mode. So I think that Devastator's alt mode is several vehicles, Like Tidal Wave.

We are still trying to reconcile the Revenge of the Fallen Constructicons. There have been several theories:
a.) There are only one construction vehicle that turns into one component robot and unites with fellow team members to form Devastator. This is the G1-paradigm. For this to be true, we must assume events in the movie are depicted out of order, that Devastator took his tumble off the pyramid, then each component transformed, off-screen back to robot form and rejoined the Autobot vs. Decepticon battle...
b.) There are fictionally, more than one Decepticon with identical construction vehicle alternate modes. Fans should assume that the Mixmaster that go gutted by Jetfire is a different, non-related character to the cement mixer Decepticon component of Devastator.
c.) There are fictionally only 1 construction vehicle that turns into a robot. But, Devastator, like the toy, is one entity comprised of 6 vehicles that don't turn into component robots. One could suppose that Scavenger, a different individual than Demolisher, could be controlling all the rest -non sentient vehicles?
d.) Something else we haven't thought of????

The quick answer to your question is one that you provided, Option B. Simply stated, there are a race of Transformers called Combiners that are not limited to one form or method of combining. Needless to say, there are a lot of things that can happen within this and other races of Transformers.

(C. would have been the Devastator is only one-minded transformer with 6 vehicle parts, and A was the "movie had a bad cutting", and the fighting constructicons and Devastator were the same)

As far as I can tell there is no Demolishor or Scavenger. There is only Devistator and "Wheelbot" which Wheelbot can't seem to make up his mind what the hell his name is.
The huge guy who forms into Devistator is marked on the toy box as "Scavenger" but he doesn't have a robot mode, not in the movie and not as a toy so I fail to see how a vehicle who simply forms Devistator even deserves a name. That would be like nameing the two halfs of Energon Omega Supreme's body when he's in his 2 seperated vehicle modes.
The Wheelbot as he's named in the credits of the movie who looks like the same vehicle as Scavenger I guess is marked as Demolishor on toy packageing. This guy actully deserves a name, a SINGLE name, and he has 3.
The Constructicons seem to be one huge badly done mistake. Maybe there was only ment to be one set of them and it was just bad editing. Whatever the case, as it stands the way I see it...
Devistator is just a large transformer who plits into multiple vehicle modes rather than a gestalt formed by other smaller robots thus his parts do not have names.
Rampage is the jack hammer, whip weilding robot, and not part of Devistator.
Mixmaster is the tripple changer who has a cannon mode, was killed by Jetfire, and does not form Devistator's head.
Long Haul is the robot who looks like he stole Brawl's head from the first movie and does not form part of Devistator.
Scrapper is a Front Load Shovel and not the Front Load Shovel that form's Devistator's right arm.
Overload and Hightower appear to have not exsisted at all other than to needlessly name parts of Devistator's body who don't even transform into individual robot modes.
And last but not least, The guy killed at the begining of the movie, just because he is a Construction vehicle and therefore a Constructicon, his name should be Scavenger not Demolishor and definatly not Wheelbot.
Please not everything in the red text is not ment to be statements of fact but are mearly my opinions stated in a way that makes the most sence to me as what the facts MIGHT be sence the actual facts as they stand don't make any sence at all.
Or the short version...
The red is me trying to make sence out of the senceless.

I started a new topic and went into greater detail about this and other characters there. Mainly started the new topic as not to go off subject here by adding in my thoughts regarding other equilly confusing character choices such as Grindor.
