I'm not sure you can say that. Initially the expense was because the technology was new and not as highly developed, took a ton of manhours, and huge resources. AS the live action movies progressed, the CGI progressed and is likely much more affordable as it was in the start, and the stunts and changeovers are probably smoother. The digital models are already in place for current characters so they don't need to be developed. Stunts and stuntmen are a huge cost (read: insurance) so if there isn't going to be excessive action and explosives, insurance costs are likely lower. Insurance required for explosive use alone is probably a ton. So, this may only mean less over the top action, and use of character models already designed/developed thus reducing manhours.

Cgi does indeed take a big part of the budget but it's hardly the only expensive thing.
Not getting super Hollywood actors and limiting the amount of different locations for filming would indeed reduce the amount of needed budget, same also depends on the vehicle mode choices since if they don't use super expensive sports cars the budget gets lowered as well.
Plus a big potential reason for a reduced budget for the film? The Last Knight and how it performed, it's understandable that this next project wants to take precautions in the event that things don't turn out well again.

Big Star = Someone with enough clout to get top billing and sell the film. As far as I can recall, BB didn't have an actors name on any promo or poster.
