That's what they want you to think. Managing the Universe is completely different than taking it over. Megatrons is simply managing the universe as the head CEO. Or at least he's trying to become the CEO, but rival competing companies have the market share and continue to spread lies. When Megatron becomes supreme manager, energon supplies will triple and all cybertronians will benefit.
I'm not certain if he killed thousands, could be more or less, could be an Autobot lie in one of the Autobot media outlets. You might have heard of them. But Magtron is a good businessman, I'm sure whatever collateral damage happened is purely business, nothing personal.
