Actually, now that I have looked through more posts, I am fairly certain it is the unproduced green Ramulus.
1. All the references to green
2. Hung out with lots of G1 characters, he was part of the Wreckers
3. The eyes in the picture are uneven, like the Ramulus toy
4. The WOOL has been pulled over our eyes, Ramulus is a mountain goat (subtle)
5. The link to the Beast Wars Ascending Comic, which has Ramulus
6. RAM, duh. MOUNT: I guess because he is ridden in the comic
7. The reference to metal, Ramulus is a TransMETAL.
8. A mod sang "He'll be coming 'round the mountain", Ramulus is a mountain goat.(another subtle one)

Everyone racking their brains & going crazy whilst the mods watch & cackle makes me wish I could jump on the mod bandwagon. Then I could sit & cackle as well. In the meantime though, I'll rack my brains w/my people, the common trash...dah! I mean members!!
