You can find him in a two pack with RM Thundercracker. It's a pretty rare pack so if you see it on eBay make sure to grab it.

Have picture on desktop. When you are posting click 'Browse' under the add an attachment part. It will ask you to browse your computer for the attachment/picture. Find your pic, click okay, then when no more pop ups are there, you should be back on seibs, and seeing a file in the attachment box next to browse. Now click 'Add Attachment. The screen will reload, and now it will show your attachment in blue highlighted clickable writing. Now click the 'Submit' button...Voila.

If your file is too big you will get a message asking you to resize it smaller before being able to upload it.

If you have an account at a web-based photo hosting site (Imageshack, etc.) than there are other ways to do it, but Seibertron.com offers the ability to upload a picture from you desktop, as long as it is not too large.
