Yeah.

Shippuden Sakura could pull it off, but that is the only time she wouldn't be pummeled on the spot.

Sakura has been useless for 300+ episodes simply because she had serious mental issue's and was generally unfit to be a ninja.
Rukia was not a bad shinigami to begin with but lost her powers temp. because of ichigo. Even weakened she still fought hollow's bravely on many occasions. Now that she has actually recovered her powers she has shown to be more capable then Sakura will ever... ever hope to be.
