I think Chris Ryall or Simon Furman revealed online that it was supposed to be Galvatron.

I guess I'm the only one who didn't mind the artwork at all, then? I really loved the old-school Marvel vibe of it.

I didn't think either of the two people on that page were Galvatron himself. I was convinced that the person in the bottom left panel was Cyclonus, and thought the chap holding the implant was maybe Scourge.

As with Hans, I also remember reading something online where either Ryall, Furman, Josh or some random unreliable poster said the three people who emerged from the liquid metal sea thing were Galvatron, Cyclonus and Scourge, which is where the Galvatron idea comes from.
