Sorry I tried googling and could not find an answer.

I have a preorder with them, but I'm thinking of canceling because it is being delayed too long.

Would they fully refund my preorder back to PayPal?

It seems you didn't get a response.

Click the "Company Profile" link on their website to find the information you are looking for. However, the most important part being that they do not accept cancellations once a product has been preordered.
