Let me see...
Spells: Both can summon bolts, fire and this stuff, and can teleport, instantaneous. Maleficent performance a dragon transformation and can see the future, Bellatrix can't, but I dont remember Maleficent throwing a spell like a Cruciatus or better, a Avada, far more practical in battle. This is why Sora kicked her ass in Kingdom Heart. Point to Bellatrix
Moral: Bellatrix is f++++g batshit insane. I am sorry, Maleficent can be a natural leader, very inteligent and manipulative, but Bellatrix is proficient kidnapping, torturing and killing by herself, and dont catch insomnia nor feel remorse for this. In fact, she ENJOYS the chaos, laughts a lot and... sometimes sings. For bonus points, Bellatrix have a trophy husband. Point to Bellatrix
Allies: In the original film Maleficent only have goons and a pet, but in the videogame she have sure allies like Jades, Ursula and Jafar. Voldemort and the Deatheaters dont have a chance, assuming the Dark Lord wants to help Bellatrix. Point to Maleficent

Harry Potter films don't appeal to me. I prefer Maleficent, even if those films are flawed sometimes.
