Probably because everyone is sitting around waiting for someone else to generate them.

Yeah, I activate a good spread of levels, fling the less effective ones in the middle of the level range in the missions with the biggest range of levels, and hope to generate something for the others. I normally leave myself one or 2 and refresh a few times if I haven't found a tournie mission too.

I was always under the impression it didn't generate new missions until you put someone in the existing ones. I also haven't found too many tourney qualified missions.

If you have an active tf it will not generate a new one til you use that one or it times out.

Back in the dark ages the site used to spit out missions whenever it felt like it. The refresh system was put in place to prevent a bunch of dead (read empty)logs from accumulating as well as to ensure there was always a mission ready to go for someone that wanted one...
But yeah it's still been this way for around 10 years so...
