I have not seen Ratbat or Frenzy, but I did buy a KO set of Rumble & Laserbeak for my four-year-old son last Christmas. He was always playing with my originals, so I got him his own set.
There is no metal on the KO Laserbeak or Rumble. No metal feet. No metal body.
The plastic isn't bad. Where it should be metal is hard plastic, the rest is a bit soft. They feel lighter than the originals. The joints are firm, but I have seen them degrade over the past two months after active four-year-old play. The head in Rumble has a nice spring to it. The chromed weapons look as good as originals.
The biggest complaint I have is with the stickers. They peel easily and seem cut just a tad too big. My son's Rumble has all the stickers on it curling up. I'd recommend applying Repro labels to the KOs after removing the original stickers.
Of course, I'm talking about Laserbeak and Rumble KOs. The RatBat and Frenzy KOs could be better or worse. For me, I will buy the KO Ratbat and Frenzy because they could be decent quality and I do not have an original RatBat.

Hey, I just got these, and they look just like the originals. The packaging even says 1984 Hasbro. Didn't notice if there was any metal on them, because I haven't opened them.
Edit: I just checked them, and there's metal on them, and they are stamped 1985 Hasbro on the figures themselves.
