I think that's Lugnut, at least it looks like the toy of him.

I thought it was Shockwave when I first saw him too. Oh I really hope that's NOT him. He's voiced by the original VA though I really hope they came up with a good design for him.

From what we know you are correct to be thinking that is Lugnut.

We have no information about Shockwave's look, and he is not supposed to be part of the regular decepticon team.

Have to agree with TT24 on all of this.
We know what Soundwave looks like in his Earth form, but that does not mean he won't be first seen in a Cybertronian/other modes first.

As best as I can tell Soundwave is going to be like the non-core Autobots, someone who pops in for a episode or two then goes away again.

Man my brain has really turned off today. Friday-itis.

Still think Shockwave will be a rock up for the occasional episode kinda character though!
