Blackout has more speed and firepower. He might get the drop on Roadbuster but his rotors are loud. Roadbuster would hear him coming. Blackout is also big so it's hard for him to hide without a lot of cover. If Blackout really wants, he can kill Roadbuster from a distance or even close up. However, Roadbuster will fight back and he is more skilful so Blackout should win quickly or else risk his life.
I'll bet on Blackout but the odds aren't very good.
