Yeah, but in Beast Machines, he was trying to get rid of his beast mode, so that might explain why he couldn't fly. In any case, Burn and OS have answered the question, so mute point.

Look at it this way.

He had flight capabilities.

Did he do much though in the way of land based attacks?
