i know its not part of matrix set i was dissapointed by that but i briefly rember seeing this episode in eglish language i know it was made in japan but couldnt hasbro put that episode in the boxset as special feature or seomthing.?
maybe i saw this episode on the net or soemwhere...?

You can watch it subtitled for free on YouTube.
It was included as a bonus feature on a DVD, but without the audio. The video was from an old fansub source, rather than a master tape...so it was a big FAIL. Just do a YT search, sit back and enjoy.

If you saw it in english what you saw was one of the few Fan made dubs that are out there.

To be more specific, there exists no official English language version of Scramble City. The only ones that were ever put in English were fanmade dubs such as those from TFCog.net.
There also exists a bootlegged fansubbed version that has put in circulation on the Internet for years and is probably the best way to view this episode.
The episode itself has been officially released on DVD for English-speaking audiences twice.
The first was as an extra on Sony's 20th Anniversary DVD edition of The Transformers: The Movie. However, they couldn't get the license for the audio of this episode and, since it didn't have any subtitles either, it was viewable only with an audio commentary by Rik Alvarez and Alex Weiner.
The second release was as another extra on Metrodome's UK "Ultimate Edition" release of the movie DVD. However, it was the same as the well-known bootleg subtitled version. It had both video and audio, and English subtitles, but the overall quality was poor and the subs were also nonremovable. As a bonus, it was given an optional audio commentary by Chris McFeely.
So overall, the bootleg version is the best way to view this episode. It has been put on the Internet in such places as YouTube! and Veoh, so go watch it there for free.

In addition to having subbed Scramble City, TFCog.com has also created several different versions to help "expand" the story, since the original Scramble City ended on a cliff hanger.

Personally i think you will prefer the subs than the dub as the voices all sound alike.
