Weapon: Shoulder Mounted Rocket Launcher

I think this is a tough one to call, however if I had to put money on it, I'd go with Shockwave and Soundwave...just.

starscream would use it as a chance to kill megatron himselp get rid of the biggest and baddest first and get rid of the others later

This fight is absurd for the Decepticons. I think that Megatron would want to stop it as soon as possible. He would use his secret shutdown codes on Shockwave and Soundwave. Then he would be able to find a way to rebuild their loyalty.
