Give or take an inch, it's still more of a doll sized figure (1960's GI Joes) rather than a voyager scale which used to be the standard for faction leader figures in the classics line. (not counting Ultra and Leader class because they are oversized on purpose with kids in mind) Like I said before, it could be used as classics if you like your Primes to be really big. But for me it's just to big. You said it yourself, Orion's a head shorter than MP Grimlock (hence the G1 cartoon) But then again some people say MP Grimlock is too small to be true MP scale in relation to the G1 cartoon. I do have MP Grimlock but keep him in dino mode because the robot mode is way out of scale with classics. Bottom line Henkei Prime is a tad too short and Orion is a tad too tall. A height somewhere in between would be perfect classics scale.
And when it comes to MP scale what are we really going by anyways ? For Autobots, it used to be the alt mode in real life car standards. Now it seems to have switched over to robot height from the G1 cartoon. Hasbro cant make up their minds, so 3rd parties trying to make MP scale figures don't have an official scale to go off of (Ironhide,Huffer,Jetfire)
As per usual, I respectfully disagree.
The literature (i.e. Seibertron.com forum debates) has been fairly clear on MP scale (IMHO), which is itself complicated, but not made incomprehensible, by the fact that we
are dealing with Transformers here:
TIMELINE: MP scale was wildly inconsistent before MP-10, but has been standardized based on MP-10's size. This is backwards inclusive of MP-09 when in Rodimus Prime 'bot & vehicle modes.
AUTOBOTS: cars from MP-10 forward are scaled to be a compromise between robot height accuracy and vehicular scale accuracy. Though not 100% perfect, this is widely perceived to be an optimal compromise.
DECEPTICONS: due to being of all shapes and sizes in vehicle mode, the goal with MP Decepticons is to portray robot scale accuracy, as seen with Seekers, Soundwave, and his minions.
This is why I can respond saying that Sideswipe & Prowl are
not downsized - they're just about where they should be (at most, a half an inch or so short in robot mode according to cartoon height).
This is also why I can say that though 3rd Party Quakewave, Huffer, Ironhide/Ratchet, & Jetfire are all effectively MP scale (with Jetfire following the Decepticon parameters due to his jet alt mode), Hexatron is not MP scale. He clearly does not meet the criteria outlined above, and is too short in robot mode for MP scale.
This brings us back to TW's IDW Optimus - he's in decent scale with MP Grimlock for the very reason that Grimlock fits into the period before MP scale was standardized. That should not be a reflection of current MP scale, or of MP scale in general.

I 100% agree with your bottom line - I just disagree on how you arrived at it.
