You can go to a local hoby store and get what's called a "pin vice", and get tiny drill bits for it. If you want the bullet holes to be of human caliber, a #80 size bit would be appropriate for most hand-held weapons up to .50 caliber. A 20mm non-explosive round would be a #74, and a 30mm non-explosive round would be a #66. You could actually get away with drill bits twice that size (up to #70 for human sidearms, #56 for a 20mm, and a #51 for 30mm) to represent distortion from the impact widening the hole. And as if it wasn't obvious, the smaller the number means the bigger the drill bit.

One thing to remember to do is to "chip" the paint around the holes, by the way - I've seen too many "bullet holes" that don't look right because they forgot that. :D

Police stickers: look into making your own decals. I don't know anything about it but I know some people around here print their own.

Glue: decent brand superglue normally works, especially if you rough both surfaces slightly with sandpaper or make lots of tiny criss-cross gashes with a scalpel. Or epoxy resin: two substances that you mix together to make the glue.

Paint: try washing it off with white spirit and liquid soap, though as it's already set you won't get it off. Try using water-based acryllic. You can wash it off with water and a little soap and it doesn't dry in the pot like enamel paints can. Don't use the same brush for acryllic and enamel paints as it ruins the brush. Games Workshop make good paints but I just got some Reeves paints from an art shop and the quality is as good but it's SOOOO much cheaper. It's thick like toothepaste, you need to add some water.
