I'll go on record here with my guess(es) as to the possible identity of the Decep. spy...

And it's not Shockwave. He really should be 'con from start to finish, no "autobot-ness" in him...

1. They resurrect the double-changer (Punch-Counterpunch) type bot. Name may be a G1 pull-up, may be something new.

2. They pull in the "spy" from the past 2 cartoons - Sideways. This time, he'll probably be a full-blown 'con at heart, not some 3rd party agent.
