They'd put random objects together to form a device capable of helping them?
X wins, it's not a contest. He was specifically designed to be faster, stronger, smarter and more agile than the original Mega Man.
Also, if Mega Man gets Beat and Rush, X gets his armor upgrades and, well, then it gets ugly for Mega Man.

X, for the reasons mentioned above.
Though it wouldn't surprise me if the original Mega Man has a way to deactivate X. X was put in stasis to see if he would't turn unstable (originally for 30 years). It seems reasonable that Dr. Light built in a failsafe should X go Hannibal Lector.
