I go by Hasbro schedule. Shocker and Fracture are said to be first quarter 2016 and that is to suggest when people can find him in stores. Which is true for the most part. While you can find him a bit earlier, it only reached saturation in 2016. Being in Canada, I only just found him and I still havent seen Shockwave. At the same time, if a Takara toy comes out december 25th, you probably only get him early the next year unless you want to spend the dough to get him super quick. What I mean to say is that the years arent set in stone and for the toys issued at the tail end, they can go either way depending on your point of view.

For fracture its easy. He is a 2016 Q1 toy and he only came to my country in 2016 Q1. Seems pretty cut and dry to me.

No, its a toy that only came out in australia and europe in the early 90s at the tail end of G1, when it looked just like G2 aside from the faction symbol.

Its fine but no better than any other G1 brick. And plus, nothing to feel bad about for America not getting him since they turned that mold into soundwave for two seperate issues which I think look even better:
