Barricade & Blackout? are they new characters?

I have never heard of blackout or barricade....I know neither is original...Are they new characters?

Yes. However the names have been used before. Barricade is also the name of an Energon figure:
Energon Barricade
Blackout was used as a minicon name in Armada and Energon and a Decepticon in Energon:

One should also note that the name were changed several times over the course of production.
Blackout started out as Vortex and was Incinerator at one point, too. I think Barricade was the first to get the Brawl moniker.
