Except for Megatron, it appears that all the Decepticons set adrift had succumbed to their wounds and the harsh conditions of space, effectively dying by the time Unicron found them.
I always figured Scourge & Cyclonus were souless (albeit intelligent) automatons created from raw material - corpses of Decepticon warriors.
Unicron is a being of death; doesn't really make sense for him to create or resurrect life.
Plus, powerful warriors essentially stitched together from dead guys? Way cooler than being apparently amnesic upgrades of old lackeys.

Well.... Like I mentioned Earlier.... They remember their past. It was an angle never pursued in the series but the show does make references to them remembering the past.

Example?
Because that quote you gave earlier could just as easily be interpreted as they don't remember their past.
Plus, it would be reasonable, since some of the computer hardware was reused, for them to have some memories of their body donors, but I don't believe that those memories are ever shown to have any significant impact on their actions or behaviors, suggesting that the memories may be vague or limited - perhaps no more than was necessary for optimal, off-the-bat functioning (e.g. knowledge of the war's history, combat tactics, training, enemy capabilities, etc.).

In the movie, when starscream asks "Megatron is that you.." to which Galvatron replies "Here's a hint"
I mean, if you look at the obvious mannerisms of Cyclonus
Loyal, wants energon to restore Galvatron, believes in the decepticon cause, refuses to turn his back on Galvatron.
If you think those mannerisms are reflective of bombshell well.... I suggest going back and watching some insecticon episodes again.
“What?” Cyclonus said just before Skywarp vanished from his position at the air commander’s right-hand side. He felt the pulse of displaced air erupt behind him a split second before Skywarp’s blasters discharged into his back, sending him staggering forward.
Skywarp rematerialized next to a stunned Tigatron, leveling his blasters again at Cyclonus. “I’ll settle with the zoo crew later. But you… I never liked you. Even when you were a bug I hated your stinkin’ circuits. Like I said, only one guy ever bossed me around, and it sure as slag ain’t you. So guess what? Heheheh… It’s payback time.”

I was watching the 2-disk special edition of the 86 Movie the other day. In the extras section, they have profiles of the various characters in the film. Cyclonus' factfile clearly states that he was built from Skywarp.
Before this, I was always in the Bombshell fold. But this is on the official DVD.
Plus as has been stated earlier, Skywarp was closer in personality to Cyclonus than Bombshell who I've always hated.
