Seaspray seemed suffer from Aquaman syndrome , as most water based characters often due. He's far from alone in this as water based character often are situational.(extremely common in the 80s infact.) Unless they have verstaile back up gimmicks they usually result in the format of being a D-C lister till the moment of glory episode comes along where it revolves heavily around a situation thats all about water.

Galadria of visionaries who turned into a Dolphin, she pretty much existed to counter the bad guys swimmer girl Virulina who turned into a shark. In Dinosaucers the two swimmer characters on both sides were same way. They were benchwarmers 80% of the time besides fighting each other.
There were characters that got alittle more due like Max Ray (guy in same picture.) of Centurions. He was the brains of the trio, so he usually rigged something to Deus ex their way out of a probelm. He'd often use his water based suit in creative ways to give him a larger role. He his main form worked as basic assault trooper, and they usually made it a point make him do something, but Ace McCloud (who was voiced by Neil Ross who also did Springer.) stole the show as air power rules heh.
M.A.S.K. gave their vechiles two forms, so they weren't pidgeon holed into the water episode format to give toys screen time. Namor of marvel comics can fly, and is super fast, so hes super on land or water. Katara of avatar is another successful water character that her powers work long as she has any water avaible not just in it, as her set is more verstaile.
Then Comes a successful water character with in transformers, Depthcharge and Broadside. Depthcharge was out of the same mold as Namor, as he could fly, and ozzed as much bad assness as Dinoobot. He replaced dinobot as the teams badass/crapstir character. He never was limited in combat, though he of course had the moment of glory water episodes.

He did some water based roles, but he was not locked into it as he could turn into a large aircraft, despite supposedly was a F-18 hornet and carrier..talk about scale issues. He one shotted Devastator though in handful of episodes he'd been seen in by transforming into carrier mode in mid air and falling on him. He was big enough fight Combiners.
As for Relateable transformers, I find a couple. I relate to Silverbolt probably the most, both his G1 character and his beast wars incarnation. In G1 I was the protector of my four siblings in same manner he was, and I'm a bit scared of heights, but regularly overcome it. I still love characters who fly as the aerial bots were my favorites from G1.
Beast Wars had 3 characters I related to for different reasons. Silverbolt is a knight in shining armor, and seems end up with bad girls heh. I find myself always with girls with criminal records too haha. They want to corrupt me and I wanna save them.
Rattrap is the smallest of the group, but he's verstaile, resourceful, and a scrapper. I feel like him sometimes, other than I am not nearly pesimistic. (we're gonna die! was practically his catch phrase.) But I too am the runt of the litter when comes my brothers and friends despite being the oldest. I manage get alot of respect as everyone seen what I'm capable of and glad Im on their side.
Dinobot is final of beastwars. I had a dark period in my life and I felt like I had make things right. I was a bit violent and short tempered during it, but I usually kept it in control. I think I'm more like Silverbolt nowdays, but when I first saw beast wars I completely empathized with Dinobot.
To a degree I relate to Optimus Prime. I have probably prime's suicidal tendencies to put him in harms way about himself, as I got put in situation few months back where I just felt like I had do something really dangerous to protect a family member. During it I didn't think of myself the entire time, but was kind of shook up afterwards. A cause outweights my own safety, which i know prime looks at life in a simliar way. (though I try not die as often as he does.)
Hot Rod, I can relate to, as much as I hated Rodimus Prime as a kid.(and collectively the 86 movie for killing alot of my favorite characters.) I kind of sympathize with Hot Rod now as he was left with such massive shoes fill(this character was doomed to be hated the moment he was shoehorned into role of Prime, as Hot rod he was fine.), and I can understand how someone could buckle question themselves alot under such burden. My dad kind of always tells me what an idiot I am, and tells too many stories in same manner Kup does heh. But like Hot Rod (or Animated Prime.) I feel like I'm coming into my own.

TL:DR version: I don't relate to Seaspray, but both Silverbolts G1 and Beast wars.
