That was the point of it - Char/Quattro actually comments on the fact it's just a slightly upgraded version of the RX-78-2. If the suit was considerably better, there would have been no need for the Zeta.
Then why did they bother developing it at all, much less three?
It's an interesting point - due to the development time Anaheim wasted on the far superior 'GP' series (of which all records and development were destroyed), they ended having to get some production-grade suits together quickly for the Titans, hence the RX-178 was simply an upgraded version of the RX-78-2. If I recall correctly, the RX-178 was the first suit Anaheim actually had go into production (the GP series were all prototypes) as they didn't become a major player until after the one year war had ended.
It's worth remembering that RX-178 is still more powerful than the majority of MS in the series, it just struggled against the mobile armours that started cropping up (hence the creation of the Zeta).
