This battle actually took place, but was never finished due to interference from Autobots and humans. Both of these Decepticon leaders are well-versed in weapons and fighting tactics. In a firefight, Shockwave would win, and probably easily. His space cannon mode is the single most powerful Decepticon weapon, only matched by Megatron's black hole-powered fusion cannon. In robot mode, he has his gun arm and laser beams from his eye. Scorponok has his tail in scorpion mode, which is powerful, but not near Shockwave's power in cannon mode. This has been demonstrated in their fights with other characters thoughout the comics. In robot mode, Scorponok only has his shoulder lasers, which aren't really useful for anything. In hand-to-hand combat, it would be very close, as we saw in the comics. It was a back and forth battle. In the end, if weapons were completely taken away, Scorponok would eventually gain the upper hand (no pun intended) by having 2 hands to use. But it would take him a loong, looong, looooooong time. If weapons were to remain, even in hand-to-hand combat such as we saw Shockwave would most liekly win, due to having more powerful weapons. In the fight that took place, Scorponok was dishing it out, but only with his claws. Shockwave used his fist and gunarm to do the damage. This is where he has the advantage. In the end, Scorponok would have too much to overcome, and he would be slowly beat down and cut down by Shockwave in a long and violent fight.
Shockwave wins, but with much damage.
