This is wel thought out UU. I think the selling point for Blackout is why he has that name. He has a emp weapon. Soundwave is the most specifically succeptible of the G1 decepticons to this type of weapon. so speed and aerial maneuverability go to blackout, blackout likely has superior firepower, but soundwaves extra durability evens it out pretty well. soundwave is probably a better hand to hand fighter, but blackout has some pretty effective blades. to make up for it. blackout would probably be more evasive in robot mode, meaning he isnt as likely to take damage at a distance. overall it seems like blackout has a pretty sizable advantage over soundwave, but........ i too am biased, and cant really call this fight against soundwave.
hes durable, and blackouts blades might not do too much damage, depending on what their made of (obviously not the standard rotor material for them to hack into steel and not shatter), and soundwave was very good at hand to hand fighting, taking on multiple autobots at once in more than meets the eye. the odds are probably against him, but soundwave could win. blackout however would take it more often than not. 6 or 7/10
